INVITATION TO BID - Snowmaking Infrastructure Modifications & Site Improvements

To Include: “Snowmaking Infrastructure Modifications & Site Improvements at Big Rock, Mars Hills, Maine”

Sealed bids for Ski Area Improvements at Big Rock will be received by the Big Rock Mountain Manager at the Main Lodge Building, 37 Graves Road, Mars Hill, Maine, on Friday, January 19, 2024 at 9:00 a.m. local time, at which time and place all bids will be publicly opened and read aloud. Bids submitted after this time will not be accepted. Bids must be submitted in a sealed envelope clearly marked "Installation of New Chairlift at Big Rock, Mars Hills, Maine”. 

The proposed work may include, but is not necessarily limited to: Modifications to the primary snow making pumphouse which includes new wiring and pumps as well as the addition of a new pump house facility at Rocky Brook. In addition, the Poma Lift building shall be removed and all existing electrical connections shall be rerouted to the new chair lift bottom station building. This task will require new electrical equipment including disconnects, switchgear, controls, wiring, and other ancillary items. New utility equipment and connections will be required as well. In addition, new snowmaking equipment
including fan guns and compressor sticks shall be purchased and delivered by the contractor for Big Rock.

In addition, site improvements under this scope of services shall include site grading and fill areas,
construction of top & bottom terminal operator buildings, relocation of approximately 300’ of Versant high voltage underground power line, tree clearing, and other ancillary items.

Prospective bidders are strongly encouraged to attend a pre-bid project information meeting scheduled for Friday, January 5th, 2024 at 9:00 a.m. local time at the Main Lodge Building located at Big Rock.

All Requests for Information (RFI’s) must be submitted no later than January 17, 2024 at 5:00 p.m., to the Engineer

Copies of the above documents may be obtained from the office of Aviest Engineering., by e-mailing Aviest at [email protected] for an electronic copy or a hardcopy. Hard copies require a non-refundable fee of Eight Hundred Dollars ($800.00) per set, including postage and handling. Hardcopies will be mailed upon receipt of payment. ALL CHECKS SHALL BE MADE PAYABLE TO THE “AVIEST ENGINEERING”, and forwarded to Aviest Engineering, at 120 Rabbit Ridge Rd Woodland, ME 04736. Partial sets, separate drawings or individual sections of the documents will not be distributed.

Bid security in the amount of at least five percent (5%) of the total bid must be submitted with the Bid. The bid security may be either a certified check or a proposal guarantee bond executed by a surety company authorized to do business in the State of Maine. Bid security shall be made payable to the Big Rock. Late bids, unsigned bids, facsimile bids, or bids submitted without security will not be considered.

The successful bidder must furnish a 100 percent Performance Bond, and a 100 percent Labor and Materials Payment Bond, and begin execution of this contract within five (5) calendar days following the Notice to Proceed.

Construction under this contract will be partially funded with Federal funds from the United States Department of Commerce, Economic Development Administration and therefore is subject to the Federal laws and regulations associated with that program.

Wages paid to employees must comply with the minimum established by U.S. Department of labor Wage Determination and CH 149, § 26-27D, M.G.L. The contractor must comply with the Davis-Bacon Act, Anti- Kickback Act, the Occupational Safety and Health Act, the Contract Work Hours and Safety Standard Act, Title VI of the Civil Rights Act of 1964 and Executive Order 11246.

Big Rock reserves the right to reject any and all proposals, to waive any technical or legal deficiencies, and to accept any bid that it may deem to be in the best interest of Big Rock.
